Consultancy Service - Engagement on Gender in Education

There is need for a coordinated effort to enhance gender equality in general education. Better performance results in GPI and increasing the number of female leaders in education are expected results as set out in the ESDP V. Keeping this in mind, Ministry of Education and QESSP II have agreed to commission a study to identify key priorities and potential areas of interventions in relation to gender in education.

Role overview

  • To assess current situations, factors behind the current situations, practices and achievements in the area of gender in education,
  • To analyse what is being done currently by the MoE and its partners in connection to gender equality performance of GEQIP II and gender in education in general,
  • To identify and prioritize areas of interventions plausible to be undertaken through GEQIP (or quality improvement programs) as well as QESSP.
  • To recommend ways as to how the prioritize areas of interventions and various strategic directions articulated in the Gender and Education Strategy can be materialized in a concrete manner.
  • Develop an inception plan of how to undertake the assignment and present it to QESSP team.
  • Do desk review on available documents and reports on gender in education.
  • Conduct meetings and consultations with relevant directorates of MoE, selected REBs - Head/ Deputy Heads and relevant department heads.
  • Conduct consultative meetings/interviews with partners active in gender in education such as FAWE
  • Produce draft report and submit for comment
  • Produce final reports with clear priority areas and recommendations at various levels of interventions such as at policy, federal, regional, programme and project.
  • Organize and lead the validation workshop
  • An inception report including a work plan, detailed methodology and conceptual framework and a sampling plan.
  • Effectively organized and led validation workshop.
  • Final quality standard assessment report as per the ToR
