SALARY: FSN-11 (USD 20,658 to USD 37,182) depending on the candidate's earning history, qualifications and experience.

BASIC FUNCTION OF POSITION: The incumbent serves as a principal member of the Accounting team and responsible for preparing and monitoring the Mission’s as well as its client Missions’ (USAID/Djibouti, USAID/Africa Union, and the Office of Foreign Disaster Assistance) a) Budget Formulation and Execution Manager (BFEM); b) OE and Program Cost of Operations budget (COB); c) Funds control, funding and obligating program and OE instruments by allocating to the applicable fund accounts and cost of object class codes; and d) Data analysis, and reporting. S/he will directly supervise one FSN Grade 9 OE Accountant/Budget Analyst and serves as a primary backup for the Chief Accountant her/his absence and supervises the Accounting Section and Payment Section at USAID/Ethiopia. S/he oversees all facets of discharging the budgeting, accounting, payments and reporting aspects of the Controller’s responsibilities and monitors funds at all budgeting levels. S/he serves as the FSN expert on financial management policies and procedures and provides financial advice to the host governments, US Embassy Officers, bi-lateral donors, international organizations, as well as Mission Directors and other senior USAID Officers. S/he also serves as the alternate backup for the Accounting Systems Coordinator and project accountants, and responsible for GWA and SF 224 reporting, vendor code creation and modification, establishes funds availability on the Declining Balance Cards or other types of cards, if any; and review and provide funds availability clearance on all instruments via systems such as Phoenix, E2i, ILMS/ARIBA and or other systems that the Agency deems necessary.

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION: A Bachelor’s degree in Accounting from accredited University is required.

EXPERIENCE: A minimum of five years of professional experience in accounting, budgeting, or financial management is required. At least 3 years of this experience should have been in development assistance or related work with the U.S. Government or host government or civil society organizations or other donor agencies or the private sector.

LANGUAGE: Level IV (fluent) reading and speaking of English is required. Level IV (fluent) in Amharic and/or other local languages also required.

KNOWLEDGE, SKILLS, AND ABILITIES: The incumbent must have a thorough grasp of professional level accounting principles, practices and theories. Must have a good knowledge, or the potential to quickly gain such knowledge, of the principles and accepted procedures of the U.S. Government accounting, budgeting, and reporting systems as well as the USAID project accounting policies and procedures. Incumbent must be familiar, or be able to quickly become familiar, with USAID organization and operations and the laws, regulations and processes associated with USAID financial management.

A high level of analytical and decision-making abilities and sound judgment are required. Must be able to independently develop and analyze operating budgets. Must have strong interpersonal skills and maintain

effective working relationships with USAID staff as well as other personnel. Strong Microsoft Excel and Word, database skills and working knowledge of computerized accounting system is required.
