1. Gender and Youth Advisor — Addis Ababa

Vacancy No. 149/16

Job Summary: Gender and youth advisor provides technical assistance and capacity building on gender and youth development to the DFAP implementing field offices stakeholder staffs in the operational areas. The position holder will coordinate gender analysis and lead studies to explore employment opportunities for the youth. S/he will identify gaps, consolidate best practices in the field and share lessons to all concerned. The adviser leads/conducts standard quality training and produces or adopts related guidelines to ensure gender, women empowerment and youth priorities are integrated into all technical sectors of DFAP. In consultation with DFAP coordinator and Technical Advisor from consortium Coordination unit, she will supervise formative research in implementation areas to identify key issues. social norms and barriers and to make recommendations on how to address gender and youth related concerns and challenges.

Education: Required is BA degree in Social Science, gender studies or equivalent combination of education and work experience - MA desired

Experience: 4-6 years in development related areas, conversant with adult learning and practical experience in women and youth programming.

2. Market Linkages Advisor — Addis Ababa

Job Summary: The position holder will work with closely and report to the Agriculture Livelihoods Technical advisor. The position holder provides technical assistance and capacity building on marketing and value- chain development to the DFAP project consortium partners and staff in the operational woredas and zone/s. The position holder will coordinate market assessment studies, identify key marketing and promotional gaps and provides high quality marketing training and develop guideline, and also coordinate the design, planning and implementation of agricultural marketing and value-chain and market linkage activities under the designated project operational areas. S/he will work with other technical areas to ensure harmonization and appropriate sequencing of interventions to ensure that approaches are suitable for the households targeted by DFAP and are based on facilitating long lasting relationship building.

Education: BA Degree in agricultural economics, local economic development, and marketing or other related field — MA desired.

Experience: 4 - 6 years of work experience in the Agricultural Marketing, value-chain, local economic development

3. Learning Design & Measurement (LDM) Manager – Addis Ababa

Job Summary: The position holder directly reports to the project coordinator and will lead DFAP’s Learning, Design and Measurement (LDM) and implementation of the M&E plans at field offices. S/he will also ensure the compatibility/integration of the DFAP DME system with the CARE’s systems and CARE 2020 strategic direction through PQL unit and network with the consortium leader (world vision) and other implementing partners to enhance collaboration, adaptation and learning. Closely works with the CARE field office LDM Mangers and jointly supervises DFAP M&E officers at the field offices of the portfolio and provides technical backstopping, organizing trainings.

Education: BSc/BA Degree in Development Economics, Development management, MIS, Development Studies and other related fields — MSc/MA desired

Experlence:4-6 years of demonstrated relevant work experience

4. IGA/ Wages/ Youth Advisor — Addis Ababa

Job Summary: The position holder will work closely with and report to the Agriculture Livelihoods Technical advisor. The position holder provides technical assistance and capacity building climate sensitive and gender sensitive interventions for increasing and diversifying income sources and building and protecting the asset base of targeted households including but not related entrepreneurial and employment options that promote greater income security in rural area setting. The position holder will coordinate IGA and jobs market assessment studies, identify key opportunities and gaps and provides high quality guidance, approaches and tools for training, and also coordinate the design, planning and implementation of income generating interventions under the designated project operational areas.

Education: BSc in livelihoods, business development, marketing or related field with experience on GA diversification and/or job market promotion — BSc desired.

Experience:4-6 years of work experience in IGA and/or livelihood diversification and management, local economic development and familiarity with food security

5. Agricultural Livelihoods Senior Advisor – Addis Ababa

Job Summary: The position holder will lead all DFAP consortium efforts on Agriculture and Livelihoods. The position holder provides technical leadership and capacity building on Agricultural and Livelihoods to the DFAP project consortium partners and staff in the operational Regions, Zones and woredas. The position holder will supervise IGA/ WAGE, Market Linkage, Financial Service, and Agricultural Advisors. S/he will coordinate Agriculture and Livelihoods Analysis and Youth related studies, identify gaps and provides high quality training and develop guidelines. The position holder is also responsible to extract, document and share lessons within the consortium partners, and other stakeholders. The position holder will work closely with other technical advisors and program staffs to ensure program quality and impact in-line with the program goal and objectives.

Education: MBA/MSC in Agriculture, Agronomy, Development Studies, Livelihood Diversification, or related fields.

Experience: 7 years of work experience related to agricultural production and livelihood diversification-out of which 5 years in technical leadership position

6. Agricultural Production and Marketing Advisor- Addis Ababa

Job Summary: The position holder will be a member of DFAP team who directly reports to the project coordinator and provides technical leadership for agricultural production and marketing interventions. S/he seeks to transform and enhance opportunities of food availability and access for PSNP targets across DFAP operations through active contribution to the project assessment, planning, implementation and monitoring phases as per the approved DIP/annual work plan. In consultation with the immediate supervisor and close collaboration with DFAP thematic advisers, concerned government institutions, research stations, universities and the private sector; the agricultural production and marketing adviser will promote adoption of best lessons and practically proven practices both on production and marketing.

Education: BA/BSc in Agriculture, Agronomy, Development Studies, Livelihood Diversification, or related fields - MA/MSc desired

Experience: 4 – 6 years of work experience related to agricultural production and livelihood diversification-out of which 5 years in technical leadership position

7. DFAP Health & Nutrition Advisor— Addis Ababa

Job Summary: The Health and Nutrition Advisor of the Development Food Assistance (DFAP) reports directly to the project coordinator. S/he will be responsible to provide technical support on health and nutrition components of DFAP around assessment, planning, implementation and monitoring as per the approved DIP/annual work plan. In consultation with the immediate supervisor and close collaboration with DFAP thematic advisers, the health and nutrition adviser will lead monitoring, evaluation and periodic reporting of assigned elements of DFAP’s health and nutrition component in line with CARE Ethiopia’s vision, goals, and program principles, standards, approaches and long range strategic plan.

Education: BSc degree in nutrition, agriculture, food science or related — MSc desired.

Experience: 4-6 years of experience working on nutrition, agriculture, food security and livelihoods.

8. Woreda Team Leader— East Hararghe (2) and West Hararghe (2)

Job Summary: The purpose of the DFAP Woreda Team Leader (WTL) is provide overall leadership, coordination and supervision and implementation of the program including commodity management in the woreda. S/he ensures Government and CARE’s project implementation; monitoring, evaluation guidelines and plans are followed in the woredas to effectively contribute to the achievement of DFAP project results. S/he is responsible to supervise community facilitators and will be responsible for follow-up on trainings aiming at supporting woreda-level capacity building of PSNP implementing institutions around operational planning, community participation, targeting, resource mobilization, livelihoods, gender, and adaptation to climate change, disaster risk reduction and early warning.

Education: BA Degree in Agriculture. Economics, Sociology, Agricultural Extension, Agricultural engineering, Health Science or other related fields

Experience: 3 - 4 years of experience in community participatory project implementation or related activities.
