Finance and Administration Manager;

Union of Ethiopian Women Charitable Associations (UEWCA) is a nongovernmental, non profitable and nonpartisan Consurtium of women/ girls and child focused Ethiopian Residents Charity organizations. It has been established in 2010 with the objective of socio-economic empowerment of women/girls and children. Currently, UEWCA is looking for qualified applicants for rhe following vacant positions.


1. Finance and Administration Manager

Reports to: Executive Director

Department: Finance and Administration department

I. MIAN DUTIES AND RESPONSIBILITIES

  • Actively participates in planning, developing, implementing, and maintaining sound financial,Human Resource and property policies and systems;
  • Ensures financial, human resources and property management policies and procedures and systems are aligned to the strategic plan of UEWCA are properly implemented and regularly updated;
  • Co-ordinates capacity building and training need assessment and staffing.
  • Designs and uses sound internal control system to safe guard assets, records and documents of the Organization;
  • Ensures that gender responsiveness is adequately treated
  • Ensures timely preparation of budgets, financial statements and reports;
  • Identifies departmental and members financial management training needs throughout all UEWCA programs and delivers customized trainings to address the identified needs;
  • Liaise with internal and external auditors and donors and members respond to queries, observations and recommendations.
  • Prepares and updates procurement schedules for materials and services requested by the various units/programs of the organization;
  • Handles employee grievances, disciplinary issues and other administrative problems according to UEWCA’s policies and procedures;
  •  Ensures that financial systems and documents are in compliance with laws, policies, standards and regulations and with generally accepted accounting principles and practices;

     Reviews donor and UEWCA’s sub grant contracts to ensure that budgets are in line

    with donor requirements and UEWCA’s standard of financial operations;

     Ensure local statutory compliance in regards to labor law, income tax, NGO registration, and other legal issues etc.

     Provides advice and information to Executive Director on finance, administration and

    management issue, labour laws and regulations;

     Regularly monitor and ensure that project and overhead spending are in line with approved budget during the financial year, give early warning to the respective concerned body where there is significant deviation from the budget

     Produces quarterly and annual performance reports to the Executive Director;

     Prepares quarterly, biannual and annual financial report to be submitted to the Executive Director and Donors for monitoring, follow up and decision making purposes.


    III. QUALIFICATIONS

    A) EDUCATION/TRAINING

     MBA/BA Degree in Accounting, Management, Business Administration or related fields.

    B) EXPERIENCE:

  • 6/8 years work experience for BA and MBA holders respectively, out of which 4 years in leadership position.
  • C) TECHNICAL AND OTHER SKILLS

     NGO experience.

     Excellent and proven experience strategic planning financial, property and human resource management;

     Excellent planning, organizational, analytical and decision making skills;

     Computer proficiency (word processing, spreadsheets and databases), Peachtree accounting system ;

     Demonstrated leadership ability to inspire and empower others, strategic as well as

    teamwork others

     Good knowledge of written and spoken English;


    2. Program Officer

    Reports to: Program Coordinator

    Department: Program


    Main Duties and Responsibilities

  • Develop, implement, monitor, evaluate and document programs strategies and projects.
  • Plan, organize and conduct various trainings and mentoring activities for UEWCA staff and project implementing member organizations.
  • Liaise and collaborate with partner organizations (donors, CSOs, government agencies and others at different levels).
  • Prepare quarterly, bi-annual and annual program related activities and financial plan and reports to be submitted to UEWCA management, government bodies and donors.
  • Ensure that implementing members prepare and submit monthly/ quarter /annual plans and reports in time.
  • Develop TOR for professional/consultancy services.
  • Follow up commissioned professional/consultancy services; reviews, and comments and ensures that they are done according to the TOR and the expectation of the organization.
  • Monitor and report on relevant activities and impact.
  • Provide technical support for Project Implementing Organizations
  • Guides, coordinates, manages and supervises effective and efficient implementation
  • of various sub granted projects;

  • Represents the organization at various forums, such as membership & partner
  • meetings, workshops, seminars, etc.;

  • Prepares briefing notes to the Program coordinator regularly on monthly basis, to
  • keep her/him abreast of program/project progress and performance;

  • Develop Institutional Capacity building and Documentation manuals
  • Establishes and maintains formal and informal communication mechanisms with government, community partners, members, donors and other stakeholders.

  • Job Requirements

    Bachelors/Master degree in the field of Natural Resource Management, Climate Change

    Adaptation& Mitigation, Agro-forestry, Agriculture Studies, Agronomy, Environmental

    Studies, Gender Study, Economics and other related developmental studies.

    Professional experience

     At least 6/4years’ relevant experience for BA and MA holders respectively in implementing, leading and coordinating climate change adaptation, environmental protection, naturalresource management and related projects/programs.


    Other knowledge, additional competences.

     Extensive experience and understanding of issues related to natural resource

    management, climate change and adaptation and mitigation with good knowledge of

    women empowerment.

     Practical experience of participatory planning, monitoring and evaluation approaches.

     Writing and analytical skills; proficiency in oral and written English

     Computer literacy in MS-Word, Excel, Power Point and others

     Relevant experience in Gender analysis and mainstreaming; Project Design,

    Implementation, Monitoring and Evaluation; Report Writing and Knowledge

    Management.

     Excellent in teamwork


    For both Positions:

    Terms of Employment: One year with a possibility of extension

    Salary & benefit: Negotiable
