In the Netherlands, Woord en Daad aims to make people, companies and the government aware of their responsibility with regard to poverty worldwide

We are looking for a senior Programme Manager (M/F) for the five-year programme Employable Youth in Ethiopia (EYE), which is a programme funded by the Addressing Root Causes of Migration (ARC) fund of the Dutch Ministry of Foreign Affairs and consortium partners. The programme lasts from January 2017 till December 2021.

The 3 main outcomes of the EYE programme are:

  • Employable youth through community based empowerment and entrepreneurship in rural and urban locations;
  • Employable youth through quality TVETs in rural and urban areas and matchmaking between labor supply and demand;
  • Institutions and multi stakeholder partnership forums are capacitated and create conducive conditions for youth employment and economic development.

We are looking for a senior Programme Manager who:

  • Is result-driven and able to effectively manage a diverse consortium of implementing partners;
  • Is an inspirational and motivating leader and a people person with ability to resolve matters constructively;
  • Is able to communicate and network easily with diverse persons in the public, private and civil society sector
  • Is able to develop and maintain close contacts with relevant and diverse institutions and organisations (including public and private sector and civil society) and to establish mutually beneficial types of cooperation;
  • Is able to manage and guide a consortium to effectively and complementary implement a programme, including identification of capacity building areas;
  • Is able to manage complex/multi layered and multi actor programmes;
  • Assists consortium partners in contract management;
  • Is able to travel regularly to areas of intervention in Southern Ethiopia;
  • Feels connected to the Mission and Vision of Woord en Daad.

Starting date for work: as soon as possible (March 2017

Job Requirements

Qualifications needed/what we are looking for:

  • At least 5 years of relevant working experience in multi actor partnerships in a senior programme management position in Ethiopia and/or other African countries;
  • Relevant academic qualification (or similar competencies based on previous working experience);
  • Thematic experience and/or affinity with youth, employment, migration and community development in urban and/or rural contexts.
  • Experience with administrative management and government relations;
  • Ability to meet multiple deadlines under pressure
  • Ability to collaborate with people and organizations of diverse backgrounds
  • Proven capacity to effectively manage and mentor staff with various levels of skills and experience, with experience in conflict management in teams;
  • Extensive knowledge and experience with contemporary project cycle management methods and practices, and budgeting;
  • Documented experience in narrative and financial reporting in English to institutional donors.
  • Experience in planning and moderating multi actor workshops;
  • A relevant established professional network in Ethiopia;
  • Willing and able to travel extensively within the Southern parts of Ethiopia;
  • Excellent verbal and written communication skills in English and preferably also Amharic;
  • Experience of conflict-sensitive and gender transformative programming approaches.

We are looking for a senior MEAL programme officer who:

  • Operationalises the consortiums’ MEAL plan and designs appropriate monitoring and evaluation mechanisms and reporting requirements for all key activities;
  • Oversees and facilitates any research and takes care of documentation, publication and dissemination;
  • leads to that end procurement processes and supervises research teams;
  • Establishes responsive, functional and appropriate accountability mechanisms which can improve project implementation and guide future programming;
  • Prepares quarterly progress updates consistent with the EYE annual plan and compiles consolidated annual plans for the EYE programme;
  • Documents programme successes, lessons and best practices based on demonstrated evidence from project monitoring, evaluation and research;
  • Support performance reporting based on donor requirements;
  • Cooperates with other ARC applicants and programmes on MEAL matters;
  • Is able to travel regularly to areas of intervention in Southern Ethiopia;
  • Feels connected to the Mission and Vision of Woord en Daad.

Job Requirements

Qualifications needed/what we are looking for:

  • At least 5 years of relevant working experience in complex programme and multi actor partnerships in PMEL/MEAL positions in Ethiopia and/or other African countries, both in the field and headquarters;
  • Relevant academic qualification (or similar competencies based on previous working experience);
  • Experience in developing accountability mechanisms;
  • Experience in facilitating applied research and documentation/dissemination work;
  • Thematic experience and/or affinity with youth, employment, migration and community development in urban and/or rural contexts.
  • Experience with gender transformative programming and demonstrable understanding of and commitment to promoting gender equity and the interests of marginalised people;
  • Ability to communicate and collaborate with people and organizations of diverse backgrounds;
  • Strong analytical skills in the area of research and MEAL, including grasp of diverse methodologies, and internet and mobile software data collection;
  • Ability to design and provide MEAL capacity building to consortium partners;
  • Experience in and/or affinity with theory of change and adaptive programming;
  • Documented experience in narrative and financial reporting in English to institutional donors;
  • Excellent verbal and written communication and presentation skills in English, and preferably also Amharic;
