Finance Manager

Job Description:

Ipas Ethiopia is an international non-profit organization working to improve women’s lives with focus on reproductive health. Ipas’s mission is to increase women’s ability to exercise their sexual and reproductive rights and reduce abortion related morbidity and mortality. The key programmatic and strategic directions that guide the organization’s functions include:
  • Expand access to safe abortion and contraceptive services to women, especially young women, and improve quality of care in both public and private health sectors.
  • Increase sustainable supply of abortion related technologies, particularly MVA and medical abortion
  • Expand women’s and young women’s awareness of their options and their ability to prevent and manage unwanted pregnancy
  • To create an enabling environment for Comprehensive Abortion Care and contraceptive services and increase commitment and resources by stakeholders.

Job Title: Finance Manager

Place of Work: Addis Ababa

Reported to: Senior Finance Manager

Terms of employment: One year with possibilities for extension

Salary: Negotiable

GENERAL DESCRIPTION:

The Finance Manager provides high level support in the areas of accounting, donor and government reporting, budgeting, financial reporting and analysis as needed by the Ipas Ethiopia office and the North Carolina office. This position reports to the Senior Finance Manager for lpas Ethiopia.

DUTIES AND RESPONSIBILITIES:

  • Review supporting documents and enter financial transactions into the accounting system.
  • Prepare balance sheet reconciliation on a monthly basis, review the Income Statement and Balance Sheet at the end of each month.
  • Provide support in budget preparation and donor reporting.
  • Supporting review of various procurement and contracts, including medical procurement and lease agreements.
  • Follow up outstanding advances and ensures all receivables are collected on a timely manner.
  • Ensures accurate schedules of accounts payable and accounts receivable are updated monthly and maintained by the Ipas Ethiopia office; prepares month-end reports and reconciliations and upload reports on Ipas’s website.
  • Review if income statement is balanced by source and fund for budget accuracy.
  • Review subcontracts and consultants agreements.
  • Review internal fiscal year budget grids.
  • Complete other duties as assigned by the Senior Finance Manager

Core Requirements:

Bachelor’s degree in Accounting, Finance with 4 - 6 years’ relevant work experience required.

Proficient in accounting standards and systems

Demonstrated strong computer skills required, experience with financial databases a plus

Non-profit accounting and fund accounting experience Is a plus

Detailed oriented

Well organized, efficient, ability to multi task in fast pace, deadline oriented environment

Excellent communications skill, proficiency in English is preferred


Reproductive Health Technologies Logistics Advisor

Job Summary: The Senior Reproductive Health Technologies Logistics Advisor is responsible for the annual planning of Contraceptive Abortion Care (CAC) and Comprehensive Contraceptive (CC) commodities to fill the supply gap for the country office target facilities. Responsible for the required reproductive health commodities that are needed by the facilities are procured and ensure distribution to Ipas target regions and facilities. Furthermore, involved in building the capacity of pharmacy personnel in Ipas target facilities to facilitate the availability of reproductive health technologies in the system.

DUTIES AND RESPONSIBILITIES:

  • Perform annual planning for required Reproductive Health (RH) commodities for the country office program;
  • In collaboration with regional coordinators, work in the regional distribution of RH commodities to Ipas target facilities;
  • Support availability of Manual Vacuum Aspirations (MVA)and Medical Abortion(MA) by ensuring that all conditions exist for Ipas country office to meet programmatic objectives;
  • Work to ensure that there is no stock out for MVA and MA drugs supply in the country in coordination with the relevant stakeholders and also seek to increase the knowledge and utilization of these technologies;
  • Support the public health system in filling the gap to necessary and essential medical equipment and medical supplies to meet programmatic objectives;
  • Involve in providing training to pharmacy and procurement personnel in public health facilities regarding the Reproductive Health Technologies as a capacity building and facilitation of the availability of these commodities in the Health System.

Minimal Requirements:

  • Bachelor Degree in Pharmacy or related fields
  • Proficiency in Logistics Management
  • 8 or more years of experience in Pharmacy and logistics Management, preferably in health and development organizations
  • Good knowledge and technical skill of Reproductive Health products
  • 3 or more years in a supervisory role and management experience
  • Availability to travel 10%

Preferred requirements:

  • Strong verbal and written communication skills in English
  • Working knowledge of spreadsheets, word processing and presentation software required (MS Office Suite)
  • Strong project management skills and the ability to track multiple projects and meet deadlines
  • Ability to work successfully in a cross-cultural, team-based, global environment


Program Coordinator

GENERAL DESCRIPTION

The Program Coordinator provides program support in implementing training and service delivery strategies to expand access to comprehensive abortion care and contraceptive services. The position works closely with the programs team to assist health system advisors, regional coordinators, consultants and partners to plan and conduct training and other technical support provision to health facilities and systems. The position also involves in monitoring and follow up. The Program Coordinator also supports the Program Manager and team in planning, communicating and documenting results.

DUTIES AND RESPONSIBILITES

  • Provides logistical and other support to the health system unit and Regional Coordinators in planning and conducting, workshops for providers, managers and others in Ipas supported regions.
  • Coordinate the availability of training materials, medical equipment and IEC materials by working with Regional Coordinators to ensure provision of high quality comprehensive abortion and contraceptive care and increased utilization of services.
  • Assist in developing work plan, budget and other relevant work schedules.
  • Assist in preparing health system unit reports, including collating field visits, event summaries and other communications
  • Assist in maintenance of database of trained providers and follow up system
  • Coordinate procurement requests and liase with the purchase committee for purchases
  • Facilitate distribution and tracking of equipment and supplies in collaboration with regional coordinators
  • Work with all country team members to realize the country program- goals, objectives and priorities.
  • Coordinate the preparation of periodic reports to government and donors

CORE REQUIREMENTS

  • Bachelor’s degree in health or relevant discipline preferred;
  • 3 + years relevant experience in program coordination, preferably in reproductive health;
  • Strong written, oral and interpersonal communication skills;
  • Proficiency in report writing;
  • Flexible, well organized, ability to prioritize and multi-task;
  • Demonstrated team player with cross-cultural/language skills; and
  • Demonstrated skill and experience on information communication technologies (ICT) and other audio visual materials is an asset.

DUTIES AND RESPONSIBILITIES:

  • Provide technical oversight on M & E activities at the country office.
  • Participate in the development of project proposals
  • Provide R&E analysis for donor, in-county national & regional reports and meetings
  • Validate M&E data and provide flag off for any variances during report writing process
  • Work with global NC staff in tool development, design and implementation of new global M&E system(Terra)
  • Provide capability building trainings for country office on global M&E system users
  • Follow all data quality is up to standard in the unit and ensure donor and country deadlines are met
  • Follow any technical update and country office concerns about global M&E system and provide technical recommendation and follow its implementation
  • Overview all M&E data (health system & community/advocacy) are entered, processed, cleaned and analyzed in a timely manner
  • Participate in annual, bi-annual and quarter reports writing of donor and local agencies
  • Provide direction of the implementation of M&E system including routine data collection
  • Participate in planning process in the country office
  • Provide technical support in research design, implementation, interpretation and dissemination of findings.
  • Support the team in ensuring that all program data and events are promptly entered Perform other duties as assigned

Minimal Requirements:

  • Advanced degree in either Statistics, Sociology, Epidemiology, Demography or related fields
  • 8 or more years of experience in research and evaluation required, preferably in health and development organizations
  • Skills in statistics, data analysis and evaluation
  • 3 or more years in a supervisory role and management experience
  • Availability to travel 10%

Preferred Requirements:

  • Strong verbal and written communication skills in English
  • Working knowledge of spreadsheets, word processing and presentation software required (MS Office Suite)
  • Working knowledge of high level computer software packages for data analyses, as well as data interpretation and presentation
  • Strong project management skills and the ability to track multiple projects and meet deadlines
