The African Union Commission (AUC) is recruiting a highly qualified Departmental Planning Officer (P3) within the Office of Strategic Planning and Delivery (OSPD) in Addis Ababa, Ethiopia. This role is crucial in driving the institutionalization of Results-Based Management (RBM) across AU departments and supporting the implementation of the Agenda 2063 Second Ten-Year Implementation Plan (STYIP).

About the Role
The Departmental Planning Officer will play a central role in supporting AU’s transition to Results-Based Management (RBM). The officer will ensure planning and reporting processes are well aligned with AU frameworks, improve coordination across departments, and support leadership with high-quality advisory services.
This position reports to the Head of Division – Planning, Monitoring and Evaluation (PME) and involves strategic planning, institutional alignment, and facilitating reforms to enhance organizational effectiveness.
Key Responsibilities

Coordinate and align departmental planning activities with OSPD and internal AU RBM priorities.

Manage reporting processes, ensuring submissions are complete, accurate, and consistent with AU frameworks.

Conduct due diligence on reports and provide recommendations to senior leadership.

Support design and implementation of the corporate strategic results framework.

Identify duplication and promote synergy across AU departments and organs.

Manage high-impact, ad hoc issues with timely analysis and advice.

Prepare reports, scorecards, and frameworks for RBM monitoring.

Support AU leadership in awareness-raising and reform advocacy.

Represent OSPD in meetings, seminars, and workshops with stakeholders.
Qualifications
🎓 Education:
-
Bachelor’s degree in Public/Business Administration, Project/Programme Management, Strategic Management, or related field, with 10 years’ relevant experience.
OR
-
Master’s degree in the same fields, with 7 years’ experience.
📌 Experience Required:
-
At least 3 years at senior/advisory level, providing expert support to governance, compliance, or decision-making bodies.

Proven experience in strategic planning, programme coordination, and reporting frameworks.

Strong background in institutional reform, corporate governance, and RBM processes.

Professional Chartered Secretary certification is an asset.
