FHI 360’s Crisis Response team has been providing humanitarian support in Northern Ethiopia through integrated health, nutrition, WASH, and protection programs, and now expands to the Somali Region to assist drought-affected communities.
Position Overview
The MEAL Officer will work under the supervision of the MEAL Team Leader and will be responsible for implementing, monitoring, and evaluating integrated humanitarian activities in the Somali Region, Liben Zone (Filtu Field Office).
The role ensures accountability, data quality, and compliance with humanitarian standards.
Key Responsibilities
Monitoring, Evaluation, and Learning (MEAL)

Support the design and implementation of MEAL systems, databases, and tools.

Collect and manage data across health, nutrition, protection, and WASH interventions.

Conduct data quality assessments and field monitoring visits.

Participate in baseline and endline surveys, and compile monthly project reports.

Ensure consistent and timely reporting to the MEAL Team Leader and other stakeholders.
Accountability and Learning

Facilitate community participation and feedback during all stages of project implementation.

Maintain community feedback and complaint systems.

Ensure accountability mechanisms are functional, accessible, and documented.

Support learning and reflection sessions with program teams to enhance program quality.
Capacity Building

Provide technical support and training for program and partner staff on MEAL tools and systems.

Conduct orientation sessions on data collection, accountability, and reporting.

Supervise and support MEAL assistants in field operations.
Qualifications and Requirements
Education
-
Bachelor’s or Master’s degree in Statistics, Economics, Sociology, Social Work, Public Health, Nutrition, Project Management, or M&E or related field.
Experience
-
Minimum 3–4 years of experience in Monitoring, Evaluation, Accountability, and Learning within humanitarian or development programs.

Experience with digital data collection tools (e.g., Kobo), Power BI, and Microsoft Excel.

Familiarity with quantitative and qualitative data analysis.

Experience in health, nutrition, protection, and WASH programs is highly preferred.

Strong communication skills in English and local languages (Tigrigna preferred).
