CBM Ethiopia Job Vacancy 2025 | Programme Finance Officer – Addis Ababa

CBM Ethiopia is seeking a qualified and experienced Programme Finance Officer to support its inclusive employment and vocational training projects. Professionals with finance, accounting, or grant management experience in the NGO sector are encouraged to apply.

The Ethiopia Country Office implements projects focused on inclusive employment, vocational training, and empowerment of vulnerable youth, especially women and persons with disabilities, in Addis Ababa and regions including Sidama, Tigray, and Southern Ethiopia.


Position: Programme Finance Officer

Location: Addis Ababa, Ethiopia

Job Purpose

The Programme Finance Officer will oversee financial management, compliance, and reporting for donor-funded projects, ensuring transparency, efficiency, and adherence to CBM and donor standards. The role includes budget planning, monitoring, auditing, risk assessment, and partner capacity building in financial management.


Key Responsibilities

Project Development

  • Develop and review project budgets in compliance with donor regulations and local laws
  • Support partner portfolio teams with assessments and financial guidance

Partner Capacity Building

  • Train partner staff in financial management, reporting, procurement, and internal controls
  • Conduct workshops, coaching, and mentoring for partner finance teams
  • Promote efficiency and transparency in financial processes

Project Coordination & Quality Assurance

  • Review financial statements, bank reconciliations, and cash flow reports
  • Assist in procurement planning and financial analysis of bids
  • Ensure timely payments and compliance with project budgets
  • Coordinate financial reporting between Country Office, International Office, and partners

Monitoring

  • Conduct in-person and remote financial monitoring visits annually
  • Verify financial documentation, eligibility of expenses, and compliance with policies

Reporting & Audit

  • Review quarterly and annual financial reports, reconciliations, and forecasts
  • Coordinate internal and external audits for partner projects
  • Follow up on audit recommendations and compliance action points

Compliance & Risk Management

  • Identify financial risks and recommend mitigation measures
  • Ensure partners meet donor and local regulatory requirements
  • Monitor evolving tax and legal regulations

Other Responsibilities

  • Contribute to learning platforms and process improvements
  • Ensure personal and team adherence to safety, health, and child safeguarding policies
  • Comply with IT, data protection, and operational guidelines

Qualifications & Skills

  • Education: Bachelor’s or Master’s degree in Finance, Accounting, or professional accounting certification (CPA, ACCA, CIMA) preferred
  • Experience: 5+ years in finance within I/NGO sector or similar organizations
  • Technical Skills:
    • Budgeting, financial reporting, accounting principles
    • Grant management and donor compliance
    • Analytical skills for financial data analysis and forecasting
    • Risk assessment and mitigation
    • Proficiency in QuickBooks, SAP, or similar financial software
  • Languages: Professional proficiency in English; local language is advantageous
  • Interpersonal Skills: Strong communication, team collaboration, and capacity-building skills
  • Attributes: Attention to detail, integrity, adaptability, problem-solving, commitment to CBM’s Christian values
