About the Role
The MEAL Officer is responsible for supporting the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions in Concern’s Somali Region programs. This role ensures data accuracy, learning documentation, and compliance with Core Humanitarian Standards (CHS) and internal accountability systems.
The MEAL Officer plays a key role in collecting, analyzing, and reporting data; developing monitoring tools; maintaining project databases; and strengthening learning and accountability systems. The position also contributes to gender-sensitive programming and Concern’s Engaging Men and Boys Strategy.
Key Responsibilities
Monitoring & Evaluation

Support the Somali Region team in field-level data collection and analysis.

Ensure M&E systems are properly implemented at field level and identify any inefficiencies.

Collect, verify, and analyze project data for reporting and learning purposes.

Train and supervise enumerators and partner staff during baseline, midline, and endline surveys.

Support program teams in using standard monitoring tools and data for decision-making.

Coordinate joint monitoring visits with key stakeholders.
Accountability & Learning

Ensure all projects comply with Core Humanitarian Standard (CHS) commitments.

Implement and monitor Complaint and Response Mechanisms (CRM) in all project areas.

Document and share project impacts, lessons learned, and success stories.

Contribute to progress reviews, donor reports, and internal learning sessions.
Gender Mainstreaming
-
Conduct gender analyses and integrate gender-sensitive indicators into project monitoring systems.

Facilitate gender awareness and transformative trainings for staff.

Monitor and evaluate program implementation for gender inclusiveness.

Document best practices and lessons learned on gender integration.
Digital Data Management
-
Support administration of the Digital Data Gathering (DDG) system.

Provide technical support to field teams in using digital tools for data collection and reporting.
Safeguarding
-
Ensure all program activities adhere to Concern’s Code of Conduct, Child Safeguarding Policy, and Anti-Trafficking Policy.

Promote participant protection and ethical data collection practices.
Emergency Response
-
Contribute to Concern’s humanitarian response efforts when emergencies occur, supporting timely and effective interventions.
Required Qualifications & Experience
-
Bachelor’s Degree in Monitoring & Evaluation, Statistics, Public Health, Nutrition, or related social sciences.

Minimum 3–5 years of relevant professional experience in monitoring, evaluation, and learning.

Hands-on experience in quantitative and qualitative data collection (surveys, FGDs, KIIs).

Strong understanding of data quality assurance, reporting, and accountability frameworks.

Practical knowledge of STATA, SPSS, or SAS software for data analysis.

Proven experience in training and capacity building for M&E or program staff.

Excellent written and verbal communication skills in English.

Prior NGO experience is an asset.
