Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, is dedicated to achieving equality between women and men as partners and beneficiaries of development, human rights, and peace and security.

Financing for gender equality and the Sustainable Development Goals (SDGs) remains insufficient. The Government of Ethiopia faces fiscal constraints that limit funding for gender-responsive initiatives, highlighting the need for innovative financing solutions and stronger collaboration with the private sector, development partners, and investors.

UN Women Ethiopia aims to explore innovative financing mechanisms—such as impact investing, gender bonds, results-based financing, and blended finance—to advance gender equality and women’s empowerment (GEWE).

Recent economic reforms, including the launch of the Ethiopian Securities Exchange (ESX) and the opening of the banking sector to foreign investment, present new opportunities for financing women’s economic empowerment.


Position: Consultant – Innovative Financing

The Consultant – Innovative Financing will assess Ethiopia’s current financing landscape, identify opportunities for gender-responsive financial tools, and develop actionable strategies to strengthen partnerships and resource mobilization for GEWE initiatives.


Key Responsibilities

The consultant will:

  • Map the current landscape of innovative financing for gender equality in Ethiopia, including regulatory frameworks and institutional environments.
  • Identify feasible innovative financing instruments and mechanisms applicable to Ethiopia’s context.
  • Analyze best practices from other African countries and recommend localized solutions.
  • Develop a strategy for stakeholder engagement with the private sector, financial institutions, and international partners.
  • Provide strategic recommendations for UN Women Ethiopia’s role in advancing gender-based financing aligned with national development priorities.
  • Lead dialogue and knowledge-sharing sessions with public and private sector stakeholders.

Required Qualifications

Education:

  • Master’s Degree in Economics, Finance, International Development, Gender Studies, Political Science, or related fields.
  • A first-level degree with two additional years of experience may be accepted.

Experience:

  • Minimum 5 years of relevant experience (3 at the international level) in innovative financing, development finance, or resource mobilization.
  • Proven expertise in gender equality and women’s empowerment (GEWE).
  • Strong experience in stakeholder mapping, market diagnostics, and policy development.
  • Demonstrated success designing financing strategies with governments, private sector, or donors.
  • Excellent analytical, communication, and report-writing skills.

Language:

  • Fluency in English is required.
