Position Overview

Global Communities is seeking an experienced and strategic Director of Finance and Administration (DFA) to lead the financial, administrative, and operational functions for a five-year U.S. Department of Agriculture (USDA) Food for Progress program in Ethiopia.

This initiative focuses on transforming Ethiopia’s livestock sector through market-driven strategies that boost agricultural productivity and expand trade opportunities, contributing to national and global development goals.

The DFA will ensure compliance with donor regulations, maintain financial integrity, and manage efficient resource allocation to support the project’s success.


Key Responsibilities

Financial Management & Compliance

  • Oversee all financial operations, including budgeting, reporting, and internal controls.
  • Ensure compliance with USDA/FAS and Global Communities regulations.
  • Manage project bank accounts, liquidity, and financial forecasts.
  • Lead audit preparation and ensure timely implementation of audit recommendations.
  • Provide financial analysis and reporting to senior leadership and donors.
  • Ensure accurate and compliant cost-share tracking and documentation.

Human Resources Management

  • Lead HR strategy, recruitment, onboarding, performance management, and staff development.
  • Ensure HR practices comply with Ethiopian labor laws and organizational policies.
  • Supervise the HR Coordinator to implement fair, consistent, and transparent HR processes.

Procurement, Logistics & Administration

  • Oversee procurement, logistics, and administrative operations in line with donor and organizational rules.
  • Ensure transparent vendor management, asset control, and cost-efficient resource use.

IT, Safety & Security Oversight

  • Supervise IT operations to ensure effective systems and data security.
  • Guide safety and security staff to implement and maintain robust protection measures for personnel and assets.

Leadership & Capacity Building

  • Supervise and mentor finance, HR, logistics, IT, and administration teams.
  • Promote a culture of excellence, ethics, and compliance.
  • Lead staff training on financial integrity, anti-fraud, and donor compliance standards.

Qualifications and Experience

Education:

  • Master’s degree in Finance, Accounting, Business Administration, or a related discipline with at least 10 years of progressive experience, including 5+ years in senior management of multi-million-dollar donor-funded programs (e.g., USAID, USDA).
  • OR, Bachelor’s degree in the same fields with 15 years of relevant experience.
  • Professional certifications such as CPA, ACCA, or CIMA are highly preferred.

Experience and Skills:

  • Deep understanding of US Government financial regulations and not-for-profit accounting.
  • Proven ability to design, implement, and manage financial systems in complex program environments.
  • Advanced proficiency in QuickBooks, NetSuite, or equivalent accounting systems.
  • Strong leadership and communication skills with the ability to mentor diverse teams.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Fluency in English (written and spoken) required.

Additional Information

  • This position is based in Addis Ababa, Ethiopia, with occasional travel to project sites.
