In Ethiopia, SCI partners with UNICEF and the Ministry of Education to co-lead the Education Cluster, which is part of the UN humanitarian reform and Cluster system.
The goal of the Education Cluster in Ethiopia is to ensure timely, coordinated, and effective education preparedness and emergency response, supporting children, families, and communities affected by crises.
Role Purpose
The Education Cluster Coordinator will play a central role in strengthening and coordinating both national and sub-national education clusters in Ethiopia. Working impartially with UNICEF, the Ministry of Education, and other partners, the Coordinator will ensure strategic and effective delivery of Education in Emergencies (EiE) responses.
This includes:

Supporting education preparedness and humanitarian response.

Coordinating with partners to avoid duplication and fill gaps.

Advocating for education as a core humanitarian priority.

Building capacity of local and national stakeholders.
Key Responsibilities
1. Coordination and Service Delivery
-
Provide impartial and neutral coordination for Education in Emergencies (EiE).
-
Ensure service delivery aligns with the Humanitarian Response Plan (HRP) and cluster priorities.

Develop mechanisms to eliminate duplication and identify gaps in services.
2. Strategic Planning
-
Lead the development of strategic documents such as the Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP), and Education Cluster Strategy.

Integrate cross-cutting issues: gender, disability, accountability to affected populations (AAP), and child protection.

Work with other clusters (Child Protection, WASH) to ensure aligned standards and guidelines.
3. Monitoring and Evaluation
-
Consolidate and analyze information from the Education Cluster Monitoring Tool.

Measure performance against strategy and recommend corrective actions.
4. Capacity Building and Localization
-
Identify and address institutional capacity needs of local and national organizations.

Facilitate stronger participation of local NGOs and communities in cluster leadership.

Organize technical training and capacity-building workshops.
5. Advocacy and Resource Mobilization
-
Represent the cluster in coordination forums and donor meetings.

Advocate for education inclusion in humanitarian appeals.

Maintain strong engagement with the Ministry of Education and humanitarian partners.
6. Accountability & Child Safeguarding
-
Promote feedback mechanisms to ensure voices of children, women, and persons with disabilities are included.

Mainstream Child Safeguarding principles across cluster activities.
Qualifications and Experience
-
Master’s degree (MSc/MA) in Education, Social Sciences, or related field.

Minimum 8 years of progressive experience in humanitarian or development work, with at least 5 years in senior managerial roles.

Strong background in Education in Emergencies (EiE), cluster coordination, or senior management of EiE programs.

Experience with the Humanitarian Program Cycle, HNO/HRP, and inter-agency coordination mechanisms.

Excellent communication and facilitation skills with ability to engage government, NGOs, and UN agencies.

Demonstrated ability to lead coordination in complex, crisis-affected contexts.

Knowledge of INEE Minimum Standards and other humanitarian frameworks.

Flexibility, diplomacy, and cultural sensitivity.
Desirable:

Experience working in Ethiopia or similar humanitarian contexts.
