Project Overview

Global Communities, in partnership with key stakeholders, is seeking Expressions of Interest (EOIs) from qualified research and evaluation firms to conduct a baseline study for a multi-year Agriculture and Livestock Systems Program in Ethiopia.

The baseline will assess productivity, efficiency, and market system performance within livestock value chains — including dairy, poultry, and beef — while examining enabling factors such as finance, policy, and institutional capacity.


Key Details

  • Location: Oromia, Sidama, and South Ethiopia regions
  • Timeline: Fieldwork anticipated in early 2026
  • Evaluation Type: Mixed-methods study (quantitative + qualitative)
  • Purpose: Establish benchmark indicators for livestock productivity, market efficiency, and systems change.

The evaluation will include:

  • Household and enterprise-level surveys
  • Key informant interviews (KIIs)
  • Focus group discussions (FGDs)
  • Secondary data reviews and contextual analysis

Abbreviated Scope of Work

The selected firm will:

  • Conduct a baseline study to establish benchmark values for productivity, sales, and efficiency indicators across key livestock systems.
  • Employ a mixed-methods approach, integrating quantitative surveys and qualitative insights.
  • Engage livestock producers, cooperatives, service providers, agro-input retailers, and relevant institutions.
  • Generate actionable findings and recommendations to guide early implementation and adaptive management.

Required Qualifications

  • Proven experience conducting large-scale agricultural or livestock system evaluations in Sub-Saharan Africa.
  • Demonstrated capability in mixed-methods research, including statistically powered sampling and advanced analytics.
  • Experience managing field surveys in Ethiopia or East Africa, with strong attention to ethics and data quality.
  • Strong logistical and operational capacity to manage fieldwork across multiple regions.
  • Commitment to community participation, co-creation, and local validation of findings.
  • Established partnerships with Ethiopian research institutions or local evaluation firms.
  • Proven independence, impartiality, and technical rigor in delivering research outputs.
