The DREAMS Program aims to improve the well-being of 100,000 women, children, and men in refugee and host communities in Ethiopia’s Somali Region over five years. The program integrates poverty graduation and market systems development models to improve income, resilience, and overall well-being.
General Position Summary
The Gender, Safeguarding, and CARM Officer will be the focal point for gender mainstreaming, safeguarding, and community accountability and reporting mechanisms (CARM) within the DREAMS project in Dollo Ado. The role includes providing technical support, training, monitoring, and ensuring compliance with safeguarding standards while strengthening gender and social inclusion in all program areas.
Key Responsibilities
Strategy & Vision

Mainstream gender, safeguarding, and CARM in program design, implementation, and monitoring.

Support Mercy Corps’ strategic gender and social inclusion initiatives.
Training & Awareness
-
Provide technical support, capacity building, and training for staff and community members on gender, safeguarding, and CARM.

Develop training plans and ensure awareness of safeguarding standards among staff, contractors, suppliers, and partners.
Systems & Processes
-
Conduct safeguarding risk assessments and support implementation of prevention measures.

Ensure safeguarding is integrated into community accountability and feedback systems.
Survivor Response & Support

Act as a reporting avenue for safeguarding issues.

Support survivors with dignity and confidentiality using a survivor-centered approach.

Report safeguarding allegations to the Global Ethics and Compliance Team.
Monitoring, Evaluation & Learning (MEAL)
-
Integrate gender, safeguarding, and CARM into the project’s MEAL systems.

Collect and analyze gender-disaggregated data and contribute to learning processes.
Teamwork & Engagement
-
Collaborate with program, MEAL, and operational teams to strengthen safeguarding practices.

Represent Mercy Corps in relevant forums and sector meetings.
Knowledge and Experience
-
Education: BA degree in Social Sciences (Gender Studies, Development Studies, Anthropology, Social Work, or related fields).

Experience: 3–5 years of proven work experience in gender, safeguarding, protection, or related fields.

Strong knowledge of PSEAH, safeguarding, GBV, gender integration, and community accountability mechanisms.

Familiarity with participatory approaches, MEAL processes, and survivor support services.

Experience working in the Somali Region is required.

Excellent communication, facilitation, and networking skills.

Fluency in English and the local language of the region.

Computer literacy in Microsoft Office (Word, Excel, PowerPoint, Outlook).
