Within the WBG, the Geo-Enabling Initiative for Monitoring and Supervision (GEMS) supports the use of digital tools, spatial analytics, and real-time data for monitoring projects in challenging environments, especially in fragile and conflict-affected situations (FCS).

The GEMS–FCS Africa pilot program, implemented jointly by the World Bank and the International Finance Corporation (IFC) FCS Africa, aims to strengthen the ability of private sector and development partners to monitor, analyze, and respond to risks using data-driven systems.


Position Overview

The Geospatial Technician / Digital M&E Specialist will provide advanced technical support to the GEMS–FCS Africa program.
The role involves designing, implementing, and maintaining digital monitoring systems and geospatial analytics to improve project supervision, transparency, and data-informed decision-making in fragile areas.

This position is ideal for professionals experienced in GIS, data visualization, digital M&E systems, and ICT for development, particularly within international or humanitarian organizations.


Key Responsibilities

  • Implement the GEMS methodology for digital monitoring and supervision in IFC FCS Africa projects.
  • Conduct geospatial data analysis and mapping using ArcGIS, QGIS, R, or Python.
  • Design and maintain interactive dashboards (e.g., Power BI, Tableau) integrating spatial and statistical data.
  • Provide training and capacity building for local partners and project teams on digital M&E systems.
  • Develop and manage mobile data collection tools (e.g., KoboToolbox, Survey123, ODK).
  • Oversee data validation, storage, and visualization to ensure data integrity and usability.
  • Produce detailed maps, analytical reports, and geospatial dashboards for project monitoring.
  • Support remote supervision of projects using satellite imagery, geotagged photos, and digital field reports.
  • Contribute to the Training-of-Trainers (ToT) model for scaling digital monitoring capacity.
  • Collaborate closely with World Bank and IFC teams in Nairobi, Addis Ababa, and Barcelona.
  • Document best practices, lessons learned, and recommendations for scaling digital supervision systems.
  • Support environmental, social, and governance (ESG) monitoring using spatial data insights.

Required Qualifications

  • Master’s degree (or equivalent) in Geography, GIS, Computer Science, Environmental Science, Data Science, Engineering, or related field.
  • Minimum 5 years of professional experience in geospatial analysis, digital M&E systems, or ICT for development.
  • Proven expertise in GIS and spatial data management using ArcGIS, QGIS, or open-source equivalents.
  • Experience with data visualization platforms such as Power BI, Tableau, or Google Data Studio.
  • Advanced skills in data analysis and automation (R, Python, SQL).
  • Strong understanding of results-based monitoring and evaluation frameworks.
  • Knowledge of survey design and data quality control in field operations.
  • Ability to communicate technical concepts clearly to non-technical audiences.
  • Strong interpersonal, facilitation, and capacity-building skills.
  • Ability to work independently and manage multiple tasks in a fast-paced, cross-cultural environment.
  • Willingness to travel across Africa, including to fragile or remote locations.
  • Familiarity with World Bank operational processes, safeguards, or private-sector engagement is an asset.

Preferred Skills

  • Experience working with remote sensing data, drones, or open satellite imagery (e.g., Sentinel, Landsat).
  • Familiarity with cloud-based data platforms (e.g., Google Earth Engine, ArcGIS Online).
  • Understanding of conflict sensitivity and social risk analysis.
  • Excellent report writing, visualization, and presentation skills.
  • Proficiency in French, Amharic, or Swahili is an added advantage.

Contract Details

  • Contract Type: Short-Term Consultancy (STC)
  • Duration: 100 working days with potential for extension based on performance and funding availability.
  • Duty Station: Nairobi, Kenya or Addis Ababa, Ethiopia (hybrid work flexibility may apply).
  • Reports to: Task Team Leaders – IFC FCS Africa (Nairobi) & GEMS Global Team (Barcelona).
  • Expected Start Date: December 2025
