Job Summary
The Humanitarian Access and Safety (HAS) Coordinator will play a central role in managing security, access, and risk reduction across NRC operations in Ethiopia. This position focuses on ensuring staff safety, supporting principled humanitarian programming, and maintaining strong access strategies to reach affected communities.
The HAS Coordinator reports directly to the Humanitarian Access and Safety Manager and works closely with the country and area teams.
Key Responsibilities
Generic Responsibilities
- Implement the NRC Global HAS Management System and ensure compliance at the country level.
- Lead safety and access reporting, contingency planning, and operational risk assessments.
- Supervise and support HAS staff, ensuring performance management and professional development.
- Monitor Ethiopia’s humanitarian and security context, provide risk analysis, and brief management on emerging threats.
- Develop and update Standard Operating Procedures (SOPs), access frameworks, and contingency plans.
- Support NRC’s Duty of Care, Safe and Inclusive Programming, and workforce planning.
- Facilitate training for staff, including Hostile Environment Individual Security Training (HEIST), Field First Aid, drills, and simulations.
- Represent NRC in external security forums and humanitarian access coordination groups.
Specific Responsibilities
- Ensure all staff receive up-to-date security briefings and understand the operational context.
- Support crisis response, incident management, and emergency preparedness planning.
- Collaborate with management to strengthen humanitarian access in Ethiopia, particularly in volatile areas.
- Provide security and access input during project development and donor reporting.
- Build relationships with local stakeholders to ensure safe and principled humanitarian operations.
- Promote safeguarding principles and inclusive approaches in all security practices.
Qualifications & Skills
- Minimum 3 years of experience in security management, preferably in humanitarian or recovery settings.
- Strong background in security risk analysis, access management, and crisis response.
- University degree in security management, law enforcement, political science, or related field.
- Excellent communication, negotiation, and representation skills.
- Previous experience working in complex and volatile contexts.
- Fluency in English (written and spoken). Knowledge of local Ethiopian contexts and regions is an advantage.
