The International Rescue Committee (IRC) is seeking a skilled and experienced Project Manager to lead and oversee Multi-Purpose Cash Assistance (MPCA) programs for vulnerable populations in Harar, Ethiopia. This role focuses on ensuring the delivery of lifesaving cash assistance and strengthening community-based targeting and complaint response mechanisms.

The IRC’s MPCA program provides unconditional, flexible cash assistance to vulnerable households across Amhara, Benishangul-Gumuz, Oromia, and Tigray regions, focusing on dignity, choice, and cost-efficient aid delivery.


Job Summary

The Project Manager will lead all aspects of MPCA project implementation, including planning, staff management, grant oversight, financial and operational coordination, community engagement, and compliance with IRC and donor standards. The role reports to the Field Coordinator and technically to the ERD Coordinator in Addis Ababa.


Key Responsibilities

Project Management & Implementation:

  • Lead and manage MPCA project activities in all intervention zones and woredas
  • Design and oversee cash transfer modalities and mechanisms based on context
  • Coordinate with government stakeholders, community members, and financial service providers
  • Ensure compliance with IRC SOPs, donor guidelines, and financial regulations
  • Establish community-based targeting and complaint response mechanisms

Financial Management:

  • Prepare and monitor cash distribution plans and budgets
  • Collaborate with finance and supply chain teams for timely and accurate disbursement
  • Track expenditures and support BVA financial review meetings

Human Resource Management:

  • Manage project staff performance and ensure compliance with IRC personnel policies
  • Conduct one-on-one meetings with staff to track priorities and performance
  • Ensure staff follow organizational standards, safeguarding policies, and ethical conduct

Monitoring, Reporting & Capacity Building:

  • Compile and submit regular reports (monthly, quarterly, annual) to ERD Coordinator
  • Support client registration, verification, and baseline surveys
  • Provide capacity building for project staff, community committees, and government stakeholders

Representation & Coordination:

  • Represent IRC in regional and zonal meetings, donor monitoring visits, and coordination forums
  • Ensure synergies with other humanitarian actors in intervention areas

Qualifications

Education:

  • MA/MSc or BA/BSc in Sociology, Development Studies, Economics, Marketing, Accounting, Management, Banking, Rural Development, Project Management, or related fields

Experience:

  • 3 years for MA/MSc holders or 4 years for BA/BSc holders in project management
  • 1–3 years of managerial experience
  • Experience in cash programming (conditional/unconditional cash transfer) and working with financial service providers is a strong advantage

Skills & Competencies:

  • Excellent verbal and written communication in English; local language proficiency is a plus
  • Strong analytical, organizational, and time-management skills
  • Proficiency in Microsoft Office Suite
  • Ability to work independently and in cross-functional teams
  • Problem-solving, leadership, and team-building skills
