The MMERL Advisor role supports the LIWAY Childcare Models project, funded by the Conrad Hilton Foundation, which aims to enhance early childhood development (ECD) while promoting economic empowerment for women and youth, particularly among refugee, IDP, and host communities.
Position Summary
The MMERL Advisor will lead the Monitoring, Evaluation, Research, and Learning (MERL) efforts for the project. This includes:

Designing and implementing market-based interventions for childcare services and labor market participation

Leading data collection, analysis, and reporting to ensure program impact
-
Building the capacity of staff and partners in MERL, research, and knowledge management
-
Facilitating feedback, learning sessions, and adaptive management
-
Ensuring MERL activities integrate GEDSI (Gender, Equality, Diversity, and Social Inclusion) principles
The role will collaborate closely with project staff, government stakeholders, private sector partners, and implementing partners to strengthen program outcomes and promote evidence-based decision-making.
Key Responsibilities
Intervention Design & Implementation:

Develop market-driven solutions addressing systemic gaps in childcare and employment
-
Map key market actors and value chains, focusing on vulnerable populations
-
Ensure social cohesion among host, refugee, and IDP communities
Project Implementation & Stakeholder Engagement:
-
Support project planning, implementation, and monitoring
-
Coordinate with partners, government, and stakeholders
-
Review proposals, MoUs, ToRs, and provide technical feedback
-
Manage partner performance, compliance, and technical guidance
MERL Strategy & Execution:
-
Lead the development and application of MERL frameworks
-
Monitor M&E plans, collect, consolidate, and analyze data
-
Support baseline, mid-term, and final evaluations
-
Disseminate findings, lessons learned, and success stories
Capacity Building & Knowledge Management:
-
Train staff and partners on MERL methodologies
-
Promote data-driven learning and evidence-based adaptations
-
Facilitate workshops, technical training, and knowledge sharing
Finance & Compliance Management:
-
Ensure all MERL activities comply with donor and organizational standards
-
Maintain financial and operational compliance in MERL implementation
GEDSI Integration:

Embed gender, equality, diversity, and social inclusion into all MERL activities
-
Promote an inclusive workplace culture and equitable team-building practices
Qualifications and Experience
Education:
-
Bachelor’s or Master’s degree in Social Sciences, Economics, International Development, Statistics, or related fields
Experience:
-
Minimum 3 years in Market Systems Development (MSD), MERL, and knowledge management
-
Proven experience in data collection, analysis, and impact measurement
-
Familiarity with labor market systems, childcare services, and employment platforms
-
Experience in MERL framework implementation and program evaluation
Skills:
-
Strong analytical, strategic planning, and project management skills
-
Ability to lead data-driven interventions and provide actionable recommendations
-
Excellent communication, presentation, and reporting skills
-
Proficiency in Microsoft Office 365; familiarity with data visualization and analysis tools
-
Fluency in English and Amharic; additional local languages an asset
