Role Overview
The Humanitarian Access and Safety (HAS) Coordinator plays a central role in ensuring safe, secure, and principled humanitarian operations within Ethiopia. This position provides technical expertise in safety and security risk management, crisis response, humanitarian access strategies, and duty of care standards.
The HAS Coordinator will report directly to the Humanitarian Access and Safety Manager and will work closely with NRC’s country and area management teams to strengthen organizational resilience, improve operational access, and safeguard staff and assets.
Key Responsibilities
Strategic and Operational Responsibilities

Implement NRC’s Global HAS Management System at the country and area levels.

Lead the preparation of security and access reports, contingency plans, and operational strategies tailored to Ethiopia’s humanitarian context.

Maintain an up-to-date understanding of the national humanitarian landscape, including security trends, emerging risks, and access constraints.

Regularly brief senior management on safety and access developments to support informed decision-making.
Risk Management and Duty of Care

Conduct Security Risk Assessments (SRAs) and access assessments for operational areas, including rapid assessments for new project sites.

Develop and update Standard Operating Procedures (SOPs) in line with NRC global standards and Ethiopia-specific conditions.

Support NRC’s Duty of Care commitments by ensuring staff receive appropriate inductions, security briefings, and ongoing safety updates.

Collaborate with People and Organisation staff to ensure inclusive safety measures that reflect the diversity of NRC’s workforce.
Crisis Management and Incident Response

Collaborate with management to strengthen emergency preparedness and contingency planning.

Provide technical guidance on access and safety during incidents, ensuring proper documentation within NRC Protect.

Support management in engagement strategies with key stakeholders, including state authorities, non-state actors, and community leaders.
Capacity Building and Staff Development

Build the technical skills of area office staff through structured training, mentoring, and workshops on safety, security, and humanitarian access.

Ensure the training tracker is consistently updated and accessible.

Deliver sessions to strengthen staff awareness of safe and inclusive programming standards.
Representation and Networking

Represent NRC in coordination forums related to safety, security, and humanitarian access.

Maintain effective communication and negotiation with stakeholders, enhancing NRC’s ability to deliver humanitarian services safely.
About You – Qualifications and Experience

Minimum of 3 years of experience in security management, humanitarian access, or a related field.

Proven experience working in complex and volatile contexts.

Bachelor’s degree in Security Management, Law Enforcement, Political Science, International Relations, or related social sciences.

Strong technical expertise in safety and security risk management.

Fluency in English (both written and spoken); knowledge of local languages is an asset.

Excellent communication, coordination, and presentation skills.

Demonstrated ability to engage with multiple stakeholders, including humanitarian agencies, government bodies, and security actors.
