About the Role
The Ethiopian Capital Market Authority (ECMA) is seeking a Senior IT Officer II – Enterprise Systems Developer to oversee the design, development, and maintenance of enterprise-level IT systems. The ideal candidate will ensure seamless system integration, security, scalability, and performance to support ECMA’s operations and regulatory functions.
Key Responsibilities

Collaborate with stakeholders to gather business requirements and translate them into IT solutions.

Design, implement, and maintain enterprise systems with attention to security, scalability, and integration.

Coordinate with technical teams and vendors for system implementation and upgrades.

Monitor system health, perform routine maintenance, and resolve issues promptly.

Integrate systems with databases, applications, and data sources for smooth workflow automation.

Develop data management strategies, backup, and disaster recovery plans.
-
Establish governance for enterprise systems, ensuring compliance with regulations and best practices.

Provide user training and technical support for enterprise system functionalities.

Maintain comprehensive documentation, including procedures, configurations, and troubleshooting guides.

Support business continuity planning and optimize system performance through emerging technologies.
Qualification Requirements

Bachelor’s degree or higher in Information Technology, Software Engineering, or a related field from a recognized institution.

Minimum of 6 years of relevant experience in enterprise application development and system integration.

Strong programming skills and understanding of application architecture, workflows, and relational databases (SQL Server, MySQL, PostgreSQL, Oracle).

Proficiency in API development, RESTful services, and integration across platforms.

Familiarity with front-end frameworks (React, Angular, Vue) and version control systems (Git/GitHub/GitLab) is an advantage.

Experience with Agile, DevOps, or CI/CD methodologies.
