About the Project

The Regional Teachers Initiative for Africa (RTIA) is an EU-funded programme under the Education section (G3) of DG INTPA. It aims to improve learning outcomes and strengthen socio-emotional development in African children by developing a competent, motivated, and inclusive teacher workforce.

The Initiative is jointly implemented by France, Belgium, and Finland, in partnership with UNESCO and the African Union Commission (AUC). It focuses on:

  • Enhancing governance and management of the teaching profession.
  • Promoting gender balance and digital innovation in education.
  • Improving teacher training and continuous professional development.

The RTIA-Facility supports teacher policy and professional development across Africa by:

  • Providing on-demand technical assistance.
  • Scaling innovative teacher education solutions.
  • Promoting research, knowledge-sharing, and evidence-based policymaking.

The programme, with a budget of EUR 92 million, began in February 2024 and runs until January 2027.


Position Summary

The Technical Hub Coordinator (Deputy Team Leader) will be based in Addis Ababa and lead the Africa Technical Hub of the RTIA-Facility.
This role involves coordinating the Hub’s technical operations, supporting policy dialogue, building strategic partnerships, and ensuring quality implementation of education initiatives across the continent.

The Coordinator will also serve as Deputy Team Leader, acting as the Team Leader when required, ensuring seamless operations and alignment with project goals.


Key Responsibilities

1. Strategic Representation & Policy Dialogue

  • Monitor and align activities with continental education frameworks such as AU CESA and SDG 4.
  • Represent the Facility in meetings, policy dialogues, and strategic partnerships.
  • Lead and coordinate engagement with organizations such as AUC, UNESCO, AFTRA, and ADEA.
  • Support the Team Leader in steering committee meetings and high-level consultations.

2. Coordination of the Technical Hub

  • Supervise four Technical Leads and manage Hub operations.
  • Oversee technical assistance, quality assurance, and staff performance.
  • Ensure integration of cross-cutting priorities (digital learning, gender, green education, inclusion).
  • Monitor budgets, staffing, and performance indicators.

3. Knowledge Management & Learning

  • Lead the Knowledge Management and Brokering (KMB) team.
  • Transform lessons learned into policy briefs and case studies.
  • Strengthen collaboration between researchers and decision-makers.
  • Promote South–South and regional cooperation on teacher innovation.

4. Internal Coordination & Quality Assurance

  • Ensure program coherence between technical, learning, and operational activities.
  • Consolidate Hub reports and monitor progress against log-frame indicators.
  • Lead internal reviews and ensure compliance with EU standards on quality, gender, and environment.

5. Communication & Visibility

  • Support communication materials, visibility events, and knowledge dissemination.
  • Ensure adherence to EU visibility and branding guidelines.
  • Track engagement metrics and enhance regional influence through media and events.

Required Qualifications

Education:

  • Master’s degree in Education, Education Policy, International Development, or related field.

Experience:

  • Minimum 15 years of relevant professional experience in education development.
  • Strong background in teacher policy, professional development, and education reform.
  • Experience working with African governments, regional institutions, and international organizations.
  • Proven record in leading multidisciplinary and multicultural teams.
  • Experience managing EU-funded or multi-country programmes.

Skills:

  • Fluent in English and French (Portuguese or African languages are an asset).
  • Excellent written and verbal communication.
  • Strong leadership, negotiation, and project management skills.
  • Proficient in MS Office and online project management tools.

Contract Details

  • Type: Expatriate contract (renewable annually up to 5 years)
