About the Role
The Operational Area Finance, Logistics & Administration Officer is responsible for managing financial planning and reporting, procurement, logistics, and administrative activities within assigned operational areas. The role involves ensuring financial integrity, effective resource stewardship, and compliance with World Vision policies and donor requirements.
Key Responsibilities
Financial Management

Support annual planning and budgeting processes in collaboration with Area Program (AP) teams and the Cluster Finance and Procurement Units.

Monitor budget utilization, ensure timely financial reporting, and maintain accurate records.

Review financial transactions, verify supporting documents, and ensure compliance with internal controls.
-
Support cash flow management, ensuring at least 90% monthly budget burn rate.

Review and validate purchase requests, petty cash transactions, and staff advance settlements.

Participate in mid-year and annual budget revisions as per organizational guidelines.
-
Ensure accurate financial documentation and monthly statutory reporting by the 20th of each month.
Procurement and Logistics

Oversee warehouse management, including stock control, distribution, and documentation.

Manage fleet operations, ensuring efficient fuel usage and vehicle maintenance.

Coordinate transport schedules, liaise with service providers, and ensure timely deliveries.

Ensure proper use of inventory systems and adherence to supply chain policies.
Administration
-
Manage office facilities, utilities, and security arrangements for the operational area.

Oversee fixed asset registration, tracking, and disposal processes.

Coordinate staff travel logistics, accommodation, and ticketing in compliance with policies.

Supervise and monitor the performance of support staff (drivers, guards, cleaners, storekeepers).

Maintain a safe, secure, and efficient working environment for all staff.
Compliance and Risk Management

Ensure compliance with donor regulations, organizational financial standards, and audit requirements.

Lead anti-fraud and anti-corruption awareness efforts; promptly report any suspected misconduct.

Support project closure activities and donor financial reporting requirements.

Promote strong internal control systems and compliance with World Vision International (WVI) policies.
People Management and Coordination

Provide coaching, supervision, and performance feedback to support staff.

Foster teamwork and effective coordination between operational areas and the national office.

Build relationships with external partners, vendors, and local authorities as needed.
Qualifications and Experience
Education:
-
Bachelor’s degree in Finance, Accounting, Business Administration, Logistics, or Supply Chain Management.

Additional certification or training in finance, procurement, or warehouse management is an asset.
Experience:
-
Minimum 3–5 years of relevant experience in finance, logistics, or administration (preferably in NGO or development sector).

Experience in financial reporting, inventory management, and procurement.

Familiarity with donor compliance, tax regulations, and audit procedures.

Strong background in fleet management, asset control, and supply chain operations.
Skills and Competencies:

Excellent proficiency in Microsoft Office (Word, Excel, PowerPoint).

Knowledge of digital cash management, GPS tracking, or FAMS systems is advantageous.

Strong communication and interpersonal skills.
-
Ability to work under pressure and meet strict deadlines.

High level of integrity, accountability, and professional ethics.

Fluency in English (written and spoken).
