About the African Union
The African Union (AU) is a continental body consisting of 55 member states, working towards unity, peace, sustainable development, and prosperity for Africa. The African Union Commission (AUC) oversees programs and initiatives across governance, environment, climate resilience, and economic integration.
The AU has secured funding from the European Union to implement the Space for Early Warning in Africa (SEWA) Project, which strengthens early warning systems for hazardous weather and climate events using space-based technologies and Earth Observation data.
Job Purpose
The Policy Officer (Early Warning/DRR Expert) will support the SEWA Project Coordinator in implementing project activities, strengthening multi-hazard early warning systems (MHEWS), building networks among stakeholders, and providing technical expertise to improve disaster risk reduction (DRR) strategies across Africa.
Key Responsibilities

Support the implementation of SEWA-related activities including budgets, reports, and work plans

Develop regional strategies, policies, and tools for strengthening early warning systems

Liaise with AU Member States and partners to enhance User Interface Platforms (UIPs) for forecasting and impact-based services

Facilitate mapping of hazards, anticipatory action triggers, and risk assessments at regional and national levels

Promote knowledge exchange and peer learning among SEWA countries and stakeholders
-
Contribute to the establishment and governance of the African Meteorological Satellite Application Facility (AMSAF)
-
Provide technical input for resource mobilization strategies aligned with AU priorities

Coordinate with global and regional bodies, including WMO, on Earth Observation (EO) data and decision-making processes

Support the organization of the African SEWA Forums during the project’s implementation period

Deliver trainings with WMO Regional Training Centres for experts from AU Member States
Qualifications
Education & Experience:
-
Master’s degree in Environmental Studies, Sustainable Development, Geography, Meteorology, Climatology, or related field plus 2 years’ experience in early warning systems, disaster risk reduction, or climate adaptation
OR
-
Bachelor’s degree in the same fields with 5 years’ relevant experience in multi-hazard early warning, impact-based forecasting, or anticipatory action
Additional Requirements:

Experience in climate services, natural resource management, GIS, or remote sensing is an advantage

Strong technical expertise in multi-hazard early warning and spatial technologies

Demonstrated ability to collaborate with Regional Economic Communities, Member States, and Development Partners
Skills:

Excellent interpersonal, negotiation, and diplomatic skills

Strong organizational and planning abilities

Effective communication and report writing skills
-
Proficiency in one AU working language (English, French, Arabic, Portuguese, Spanish, or Kiswahili). Fluency in a second AU language is an advantage
Remuneration

Internationally Recruited Staff: Annual lump sum of US$ 85,212.07 (P2 Step 5) inclusive of all allowances

Locally Recruited Staff: Annual lump sum of US$ 66,751.81 inclusive of all allowances
